You're still misunderstanding. The directive allows *forfeiture* in states that ban it. Even in those states, there may be lawful *seizure*.

You should reread it! Says the feds can forfeit if state has seized lawfully, implicitly even if forfeiture is unlawful in that state.

And it must be seized lawfully -- so it's already been taken. Then, there must be a VIOLATION OF FEDERAL LAW.

That Feds are gonna forfeit assets. That's the CONCERN. Meanwhile, it covers legally seized assets where a federal law violation occurred
