There wasn't a vote on the legislation; there was a vote on the ruling of the chair that it wasn't allowed.

I worked for Congress for a decade, MoCs ONLY fall back on procedure when they don't support the underlying issues

House rules allow for almost anything that a majority supports, that's why voting to table was necessary at all.

You+R colleagues could have voted to appeal ruling of chair & then, under the rules (!), the motion would have been considered
