@NJNuke *Treaty* obligates Congress. From viewpoint of other countries, U.S. has made commitments. That's why Constitution involves Senate. -
@justinamash Treaty by definition is approved by Senate. Executive actions don't bind Congress. -
@NJNuke Think we're talking past each other. I'm saying there's no such thing as exec agrmnt that includes provisions abt changing US laws.
