Thank you, congressman. As I mentioned, 1090 mainly provides Mattis w/ option to prohibit certain units. Could be read as authorization. But Mattis already OK'd parade + began planning months before NDAA passed.

Also note that Chairman Thornberry described Sec. 1090 as putting restrictions on the parade. H/t

It does that as well, but that doesn’t change the fact that it is an authorization.
