Sen. Negron said he believed a ban on semiautomatic rifles would violate the 2nd Amendment.“I believe that to ban a particular type of rifle in its entirety and make it illegal, in my judgment crosses the line into being unconstitutional. And so that’s why I don’t support it.”

Mr. Negron said that changes to gun law should focus on on keeping firearms out of the hands of mentally ill people. When asked if he believed the weapon played any role in the recent attack, he replied that the responsibility “rests with the perpetrator.”

While the language of the bill is not finalized, Mr. Negron said that one proposal under consideration is to create a program that would train Florida teachers to carry weapons in school.
