A key strategy for Mr. Maduro is this slow strangulation of the opposition and anyone who tries to cover it. Crack down just enough to wear people down, the strategy goes, but without going so far as to spur the world to action.

Once Mr. Guaidó landed, government backers chased him out of the airport and then attacked his car with traffic cones and at least one metal pole.
