Today Trump said he's working on a policy to dock countries a "rather large amount" of US aid every time 1 of their nationals enters the US illegally, "if we give them aid at all, which we may not."

These are the words of a cruel, cruel man. If a country is unstable for whatever reason, it's more likely its citizens will attempt to enter the country illegally. Withholding aid would only exacerbate a bad situation. Strong arm tactics don't make for a strong leader.
sounds tough but most people in the US illegally, initially enter in a legal way (travel visa, student visa, etc). The ones who come in illegally, usually do so in ways that go undetected. So, this seems to be more for show than actually effect
