It's true a pull quote often lacks context, which is why people read the actual story for important information and context on what was said and meant. Or, as the case often is these days, they don't.
I’ve read the transcript several times and the wording could go either way. Due to his history of saying racist remarks...I think he was referring to all people not just MS13.
