The story frames it just the way Trump did — that he is talking about holding back a dangerous horde, including MS-13, from entering the US. That’s his agenda & his choice of words to push it, not my bias or NYT’s

It's true a pull quote often lacks context, which is why people read the actual story for important information and context on what was said and meant. Or, as the case often is these days, they don't.
