“Consider” means vote on. She’s saying she’s going to bring up a resolution condemning Trump, she doesn’t know if it’ll pass though. Still kinda... something. But they’re not just thinking about maybe doing something...

Considering that 2/3rd of Democrats prefer to continue current investigations for now, and that 100% of Republicans oppose impeachment ever, voting on an impeachment inquiry would be a futile, counter-productive gesture that would just give Trump a PR victory.
