Allowing the government to shut down has been viewed as failure in the past but Trump has swung it so that it seems it's a tool that he can use. His base will believe it.
Remember the “good shutdown?” Trump tells pool this morning that now is the time to do it over his border wall. “This would be a very good time to do a shutdown,” he says, saying he wants $5B for the wall.
