Completely false and anyone who worked recently in the BBC can tell you otherwise. Jupiter system archives everything already cut and aired individually. Agency material gets deleted after a few months. An old OOV from 2016 could very easily top search if someone reused recently https://twitter.com/digitaldjeli/status/1193830072530145282 …
The BBC Archive System is for old BBC footage (not agency footage or outside sources) which does require requests.
A simple mistake by someone who worked in radio for the World Service, not actually in television news output, can make @digitaldjeli
Archive is usually who you call if you want to see Dimbleby 1975 or even older. My old reports from 2013 onwards are still on Jupiter and accessible to anyone who searches my name. BORIS/CENOTAPH/OOV is likely to be a repeated slug and if you don't check date, accidentally reused
More often than you'd think, especially for an annual, dry event covered on rolling, multiple channels and programmes on a Sunday afternoon with skeleton staff. Enough with the tin foil nonsense. Blame producer laziness, not a pointless conspiracy (what the goal was, can't even)
Does that mean the editors in this case lack attention to detail, and are therefore incompetent? Surely suspensions are in order as this 'mistake' has occurred during an election period. Innocent or not, how do we make sure this never happens again?
Rob Burley’s explanation makes sense. The digital editor program had the preview material from last year selected. On a night shift, under pressure, the newsroom is run by inexperienced young people because they are cheap. Mistakes happen.

Footage from 2016 would have to be restored from digital archive (it's not capable of storing all foorage in broadcast quality). The 'formal application' bit is nonsense, but so is your tweet. This was no accident.
Jupiter is an enterprise level asset management tool/set of tools that provides a rich level of meta data. I'd be surprised if this was a simple mistake.
