I assume it's speed of phones it assumes to be in cars (perhaps through being on maps google navigation, perhaps magic). I'm just guessing though!
Bit of both, Speed helps what transport mode you're in. The dubios 'Improve your location using gps/wifi also when phone not in use'? This creates a travel profile and if enough geo data is there, you can fill traffic forecasts, bus routes and ie restaurant seating forecasts.
Not all phone signals, but Google Maps users. It's in the terms that pop up when you first open the app
It's also how they generate the bar graphs for what times of day a business is busy, and that the average time spent in the business is 6 minutes. They map every GPS co-ordinate you visit 24/7 and collect aggregate statistics. They are obsessed with micro-moment advertising.
We don't know exactly how they do it, but they definitely do use phones.
