Police have to catch him first. This has nothing to do wit the DA’s office until that happens. And with SFPD clearance rates being what they are, that’s very unlikely.

What do you mean? If cops caught him five times. And DAs office released him five times, cops won’t catch him the 6th time. Why would they? Prosecution rates and police enforcement are fully correlated…

It’s their job to solve crimes. That’s why. Whether or not you’re likely to get caught rather than what you’ll be charged with is the only significan deterrent factor. Police unions suggesting otherwise are just making excuses for their own failure.
