Bs. He isn’t prosecuting petty theft. It’s getting filed and diverted. He is definitely not filing Estes robberies. An Estes robbery, which he refers to in the letter, is when someone goes into Target, e.g., steals something and on the way shoves the security guard who is trying

To stop the theft from happening. Under the law that can be charged as a felony, he has NEVER charged it as one. It’s been a petty theft and diversion.
