They don’t need to force churches to install them as they can install them on the street outside the entrances. Religions themselves have been doing their own version of facial recognition for millennia as a response to external threats.

Forcing churches to do it would send a stronger message to the churches. And having a cam looking at you during the service is far different that one glancing at you as on the street on your way to the church.
