1/ Success of HK & Taiwan in containing the spread of coronavirus, was heavily due to distrust towards HKGov & China after tragic SARS outbreak in 2003. As a result, HKers respond to pandemic instantly with little hesitation.

2/ With that said, HKGov was just like many western countries, refusing to close the border connecting to China, and failing to secure surgical masks & sanitary products for public use. It was not until civil society pressurized Gov, did the Gov take any concrete actions.

3/ In early Feb, public medical staff of HK went on strike for a week, as to demand Gov to shut down its border with China, and to provide sufficient protective gear to doctors and nurses. Accordingly, The government shut down most of the borders with China!

4/ Due to the on-going protest movement, there is strong public distrust against the HKGov & China, and people hence take extra protective measures, including social distancing & wearing of surgical masks, prior to Gov making such public appeals.
