Isn't Hong Kong just being rented by the British? and the rental period is expired.

HK was ceded to the British after China lost the 1st opium war & Kowloon after the 2nd opium war. The New Territories were leased from China in 1898 for 99 years. Prior to lease expiration, the UK agreed to return all of HK/Kowloon to China under the Sino British Joint Declation.
