Low-key denouncement from a third country (one has intense economic relationship with China) has no real effect on Beijing. Xi is more determined than his predecessors and could use external criticism as a source of legitimacy.

As others have pointed out this is purely political, with zero possibility of effect, however the point is not to help HK, that is already a lost battle, the point of political statements such as these is to create a negative PR narrative around China to support future conflicts.

Do you prefer to be governed by British government instead? We didn’t have the right to vote back then as well. Stop relying on other countries as it is meaningless and you are just wasting your time.
