IMO subtle complexities when you have deeply pre-enlightenment populations likely to vote-in totalitarian theocracies. Authoritarian but secular-progressive elite govt. may be in everyone's interests.

IMO hidden mechanism is wealth transfer that empowers petrostates sufficiently to make them threats to scientific cultures. W/o wealth transfer complexifier, we'd be more inclined to let it go. Let nature take its course. Rich oil states disproportionately empowered, threatening.
