No, not correct. I've sat in that last, unreclinable seat, myself, & the ONLY thing that's uncomfortable about it (relative to all the other crappy seats) is that it doesn't recline! Otherwise the legroom is the same. They both paid for a seat, & he probably booked late. Tough.

It doesn't matter whether he asked her or not, she should refuse unless for some reason they think the solution is that she in turn asks the person in front to not recline and so on for the whole row, just for him. He is selfish and deserves to be publicly humiliated

It’s not really a polite question if you aren’t prepared for the answer to be “No” and then start punching. Then it’s an order. He is mad he couldn’t control her decisions. And so he tries to physically intimidate her into obeying his command.
