Too little and too late even if it's a sincere effort. Although at this point pretty much everyone deserves the brutal, senseless and idiotic struggle we're about to get so whatever. Hard to feel too bad about a tragic ending when nearly everyone was a total shit.

Tribalism itself isn't a problem; people will have their small-group loyalties, it's written into our nature. The problem is when tribalism festers and becomes solely oriented at despising anybody not in the tribe.
