Not sure I get your point, are you suggesting that because it is done by the administrative state it is OK or that because this particular bias is extremely conscious, by design and is a well documented policy position it is OK?

World-class orchestras went to blind auditions in the 1970s, even putting down carpet so high heels didn't sound. It did dramatically increase hiring women. But symphonies WERE originally 19thC patriarchal organizations.
