HR exists primarily so that Universities/Corps can avoid being sued before the Human Rights Tribunals---The real issue here is the Human Rights codes and their taking away of free speech/writing.

HR dpts are centralized insurance remitters - they're looking to assess your risk to the institution, however that may look. The more corrupt the HR/Institution, the likelihood the assessment of risk spikes, at which point, their not looking for skill, but compliance.
