Gestural politicking seems to be the strongest narcotic out there in the market. Well intentioned junkies left & right. Vetting policy ideas with some controlled praxis before bureaucracy crystallization is hard and unglamorous, but not impossible or hopeless.

The upside to doing the hard work is that those who would really have to live through the consequences of policies are truly benefited regardless of the outcome of that vetting. The alternative is folks exploited via identification as victims and/or the perpetually aggrieved.
