The basic principle of American law used to be innocent until proved guilty. The new principle of American sexual law is innocent until accused.

Isn't the best solution just to wrap up these "investigations" quickly? This is no murder mystery, 3 or 4 interviews and a careful review of the emails should be enough to uncover what happened. Apply the civil-law standard for burden of proof, make a fair decision & it's over.
