        "Hidden" criteria by definition means that there is no affirmative action, which would be an explicit element of the hire. This is about corruption not equality.

        How does "hidden" automatically exclude affirmative action? If the hidden criteria is "be a minority" it's obviously affirmative action and about racism, not equality.
