I think his point is that she is seeking to use the disaster to push her political ideology rather than just helping, something she couldn't do so easily in Venezuela. That she has an agenda underlying her humanitarianism.

The USA is organising chaos in Venezuela. Trying to create food and medicine shortages with sanctions, smuggling, hoarding and black markets. They want regime change, and this is their new approach.

They want to return to a situation where mass poverty was normal, where there was no healthcare or education, no welfare system, people living in barrios, corrupt rule at the top, oil money siphoned to the US.
