There's a term for those words: exosemantic gang signs. Trump is attempting to metaphorically ban Crip colours. These words are predominantly used by communists for communist ends.

Case of misreporting. Career CDC people were instructing employees with their perception of what it took to get a budget item approved. These career CDC people, not Trump appointees, thought that not mentioning these words gave them a better shot
