It's a training issue. Every furtive movement is considered a life threatening situation. Had the cop been behind cover it wouldn't have ended like this.

The officers were going out of their way to humiliate both individuals involved. They had every opportunity to approach and cuff the man, especially after already cuffing the woman. This was murder, point blank, and judging by the video it was 100% intentional. Disgusting.
