I don’t like that term “developing countries” they have had every chance to become as advanced a culture as anywhere else yet corruption and religious ideology has left them in the dark ages

I think you underestimate just how much trying to knock out drones is like killing off mosquitos. In both cases, it's an arms race. And antifragile. And these destitute countries don't have resources, government nor private, to barely govern and police themselves.
