This will inevitably be seen as progress for all kinds of hyper-rational reasons. Meanwhile people in developing countries will correctly see a monstrosity that they have nothing to do with and no control over.

I think you underestimate just how much trying to knock out drones is like killing off mosquitos. In both cases, it's an arms race. And antifragile. And these destitute countries don't have resources, government nor private, to barely govern and police themselves.
