I don't think training "goals" are necessarily bad. I just wrote a paper on the limits of race-based decision making under current US civil rights and employment law. Ultimately with a goal they can recruit harder but they can't force people to go to flight school.

True. That's what studies showed in Scandinavia. Perhaps this is why corporations are responding with these programs. They know this wont properly impact anything. But that is my wishful thinking I'm sure...
