Those foreigners are much more numerous than local students. Wealth does play a role, but part of that role is still just the genetic factor of intelligence (smart people tend to be wealthier and also tend to have smarter kids)

The real problem is that in rich neighborhoods, the really rich arent taking the test and paying extremely smart kids to take it at other locations and get 1500+. One solution would be to take it only at their school.
