They’re not posting partisan content. Facebook interprets this as opposing political stnace and wants to force them to claim partisanship so that FB can put their ad into their algorithm to gain more control of who can see it. It’s an ad for satirical content

But the ad is for satirical content, not for political partisanship. The company shiuldn’t force them to claim the ad for what it isn’t just so FB can have more legal control over who can and can’t see it
