I would think more like "almost every rule has exceptions" and in this case the shepherd knew which rule superseded the Sabbath rule.

Interesting. That is kind of the thing. As nobody would have helped him because of so called 'scripture'. It was forbidden to work on the Sabbath but not to have compassion - many at the time didn't get that.
