Before we can say what "best/optimal" means, we have to define the purpose of the system. Let's never do that in a blanket way. Trying too hard to define a single purpose and treat the system as a whole leads awry. Let's accept some honest institutions and some for status profit.

Making that distinction plain is key. Let people choose their values out in the open. Let some pay for school. Let others earn rungs on a ladder that signals what they earn. Even some people who bribe their way in will eventually earn something, too. But at least we can know.

If tests are so gr8, why do so many schools (particularly schools in places with many upper middle class str8 white bigots, just like the HS I went to) have courses on how to do well on the SATs and run up the score against poor minorities from schools with no SAT courses?!

I was asking myself the same thing, then remembered you can bribe people to write papers for you, or hire expensive tutors, or require your teachers to inflate grades to make the school look better. I'm sure the corruption does not end with the admission.
