The problem with garbage is that it's not worth anything. That's why people insist upon throwing it away.http://j.mp/2NHimnQ

Throwing away garbage is abdication of responsibility, thus there is embedded opportunity.

Most plastics come from oil, which comes from under ground. Tossing in a landfill just puts it back where it came from ...🤣

This is a long shot, but do you think we could solve the garbage problem by launching it into space?

The problem with recycling is that there is currently little value in the materials. Nothing is free. If people want the materials repurposed in 2019 (outside of cardboard, clean office paper, and metals) they will need to pay to do so. Otherwise, to the landfill they go.

If the common individual is given an incentive, however meager it might be,to invest their time in something it becomes a sudden priority. You'd have people spending 80hrs a week picking up garbage if some measure of gain(beyond the obvious benefits) were introduced.

Honestly there already is a incentive. Pride. You don't have to make a career out of picking up trash. It'd be easier to teach people not to be assholes about throwing things away than it would to turn it into a business.
