One cannot deprive human action of meaningful content or 'ideology'. The task is always to choose among ideologies.

I disagree. 'Ideology' is not the same thing as having ideas or meaningful thinking. Ideology is about blind belief, it is not necessary to have blind belief drive your actions. You can deprive human action of ideology. That is the project of the Enlightenment.
