It doesn't mention PPP but we can assume that when an economic organization uses prices from different years in the same breath, some price leveling has been implemented to make that data useful.

Despite your contention otherwise, the World Bank article you first provided matches the Human Progress one perfectly, so either they're using the same adjustment scheme, or the two adjustment schemes vary less than one cent.

The first article you link (which is the same article I referenced) discusses some of the difficulties of PPP and how they are reckoned with, ultimately making the point the while PPP is imperfect, it's pretty good.
