I think it's more straightforward, here are the ground rules: 1)
#Congress must firstly decided that on the necessity of regulating these 'types' of companies; without that, you can't move to step 2. 2) There must be new legislation for 'neutral platforms'. -
3) A neutral platform is one providing no content, i.e. Twitter, YouTube etc. Regulation takes effect when a platform has a number of users greater than x, say x = 1 million users. 4) TOS should simply mirror Speech codes in the particular country. 5) Incitement to violence or
