One could explain this with "Toxic Masculinity" language as well. Perhaps the men should have been more upset by the harrassment, but culture dictates that they not be or pretend not to be. It could also indicate that the severity of the harrassment is worse for women.

Btw I hate the term "Toxic Masculinity" but I'm referring to perceived negative impacts of masculinity as defined in culture.
