How would you test/measure those things? You're a psychologist, so you know that general intelligence tests are flawed. Also, I'm not sure which "traits" you're talking about... since no singular teacher quality measure has ever been linked to success in the classroom.

I read the Bill Gates multi million dollar project to hold teachers accountable for failing students, it FAILED. That's because teacher have become babysitters and are challenged trying to teach disruptive students.

Maybe that could help in college...big maybe. But with High School, there's no way. The difference is that one set of students wants to be there, the other is forced.
