Not sure how much that helps since the name is always going to get out at some point and now you are creating a 'don't speak the devil's name' sort of situation.

Instead, put into law that rampage killers always have their name legally appended with 'dix-suxin (moaning sound)' and require that whenever their name is mentioned in media that it is their full legal name.
