So which is a better bet? On balance - a partial report - is preferable. That might be able to answer the crucial conundrum, namely whether Johnson deceived the House, in stating (in December) he did not think parties happened, only to actually know he did

Neither of these is perfect for anyone here. Pretty much everyone except Johnson himself and possibly some of his staff want some closure here, and closure is not going to be forthcoming this week or next by the look of it

That then leads us to one of two ways forward Gray respects the Met request, and publishes a limited report, and does so ASAP - or - Gray waits for the Met to conclude, and everything is delayed

Or - putting it another way - the assumption was the Gray report was to be the definitive account. If Gray cannot be that, what can be?

Draft it in a bland, non-accusatory manner. Focus on what has been stated, leaked and photographed. Get a dozen people from across the political spectrum to OK what is in it. Assess the reliability of each piece of public information.

If - when there were problems with SAGE - critics made an Independent SAGE (that *has* had an impact!) ... could similar thinking work for the Gray report? Compile everything known in public about the parties, who was where, when - a kind of definitive record?
