Sure, good governance matters a lot. Some places are clearly screwing this up worse than others. But the current state of play is such that you can find support for any set of priors right now out there. And the state of play will change, undoing some early victory declarations.

If Canada goes sideways, is Beauchamp going to write a followup like "oops, my bad"? No. Is Boot going to actually retract if the situation changes in countries he's praising? Nope. People who write these "this proves I was right!" stories this early are clowning themselves.

You must not have read the story carefully. It goes into great detail about WHY Kerala succeeded in keeping the virus under control. They drew a bad card. They got some of the first infections in India. But they were prepared. And they will remain vigilant.
