Retailers buy a 'lot' of 1k or 10k licenses and resell them. When they run out, they can't sell more until they buy a new lot and load it.

While I agree, that is a process issue.
@guitarcenter and@ikmultimedia are major vendors, this should work, and when not: feedback is req. -
When they order in large lots, they get a deeper discount and make more. But that means more likely not wanting to automate the next 'lot'.

That is fair. If this is the case though, I would expect their system to express to the customer being out of stock online and at checkout.

Now that should be an easily fixed shortcoming in Guitar Center's online system.
