Council was initially told that the developer would secure funding. At short notice it was suggested the Council provide the funding for the developer. There is a small return on the loan but huge risk. It is much more usual for developers not Councils to fund developments.
Depends on the terms offered. Not privy to the commercials of this but it’s not unusual for local authority to act as funder. Not seen any evidence proximity to football stadium hits house prices, but if you have any I’d be interested to read.

If it was my council tax underwriting a £250 million loan(which it happens to be too), I'd want someone advocating it to be 'privy to the commercials'. But we don't know everything because of the mysterious 'Part 2' abuse of council secrecy? Or you just don't know Jonny?
