The Council would have more capacity to fund in-year operating losses from reserves if its budget hadn't been cut by over 15% since 2012. Those cuts were not necessary, they were a political choice by the SNP, agreed to by the Greens. So-called budget concessions are a charade.

Also worth a mention is 2 years ago the SNP slashed 2 councils budgets by a combined figure of around £97million then returned a £320million under spend And this year wellll
