Pleased to discuss @glasgowCC’s proposed response to @scotgov consultation on short term lets at committee today. We need a new system if regulations to manage the spread of short stay accommodation and give councils the power to set locally appropriate limits.

Agree. Does that mean you support
@andywightman amendments to the Planning Bill? I hear that@scotgov is backing Tory wrecking amendments. Planning Bills happen about once a decade, so a massive waste if so.1 antwoord 1 retweet 3 vind-ik-leuks -

NB: Andy's amendments not about new powers, just making clear that any change of use to commercial STL requires planning permission. Clarifies uncertainty; Council officers support it.

Sympathetic to the aims, though I’d note we already have planning rules to this effect in Glasgow which have been successfully applied and upheld by DPEA. Also personally not sure about the specific definition of STL in the amendment as I’d be keener for local flexibility.

Ultimately though our experience of (successfully) enforcing through planning policy in Glasgow is that it is difficult and time consuming, as SG consultation recognises. Therefore I’m of the view we need a new licensing regime to manage, set conditions and enforce STLs.

Yes, that’s the point. Removing the condition for materiality in change of use reduces the need for retrospective planning enforcement. Pushes it upfront. Licensing regime is vital for responsible operation of STLs but planning law is best route to control their spread.
