Up to a point but you also can't be paralysed by indecision and inaction. I believe a LEZ will have a positive effect on air quality an emissions *as part of a package of measures*, including e.g. reallocating roadspace to protected cycleways to enable modal shift.

Which is presumably why the lez is targeting buses and taxis first. The contentious part of yesterday's proceedings was over the timing of its introduction for private cars

As I understand it the lez is not just about a charge - it will introduce a range of requirements targetting buses and taxis. It's maybe worth taking a look at what's actually proposed vs our assumptions of how it will work.

I should qualify. There’s money available now. Not sure how much in future years. But can cover 100pc of the costs.
